## The Challenge

Andhra Pradesh has a significant population of out-of-school children (OOSC) who need to be identified, tracked, and mainstreamed back into the education system. The state’s Education Department, supported by UNICEF, required a robust digital application — named “Nenoo Badikipotaa” (meaning “I will go to school”) — to systematically map out-of-school children across all districts and mandals, track their enrollment progress, and generate actionable reports for decision-making at state, district, and mandal levels.

The application had been previously developed and deployed, but continued support was needed to ensure sustained operation, incorporate modifications requested by the state government, train field-level functionaries (OoSC Teams and Alternative Learning Support Coordinators — ALSCos), and ultimately hand over the system to the Education Department for long-term sustainability.

Key challenges included:

– Ensuring continuous uptime and maintenance of a large-scale, state-wide digital application

– Training government staff and master trainers on application usage

– Generating multi-level reports (state, district, mandal) on demand

– Supporting data import/export via APIs as per department requirements

– Building internal government capacity for independent application maintenance

– Facilitating server transition while ensuring data security

– Providing responsive technical support through a dedicated help desk
